{"id":28742,"date":"2022-03-11T14:28:17","date_gmt":"2022-03-11T18:28:17","guid":{"rendered":"https:\/\/www.anoregmt.org.br\/novo\/?p=28742"},"modified":"2022-03-11T14:28:48","modified_gmt":"2022-03-11T18:28:48","slug":"instrucao-tecnica-de-normalizacao-que-regulamenta-os-modelos-de-extratos-eletronicos-com-dados-estruturados-de-titulos-a-serem-encaminhados-as-unidades-de-registro-de-imoveis","status":"publish","type":"post","link":"https:\/\/www.anoregmt.org.br\/novo\/instrucao-tecnica-de-normalizacao-que-regulamenta-os-modelos-de-extratos-eletronicos-com-dados-estruturados-de-titulos-a-serem-encaminhados-as-unidades-de-registro-de-imoveis\/","title":{"rendered":"Instru\u00e7\u00e3o t\u00e9cnica de normaliza\u00e7\u00e3o que regulamenta os modelos de extratos eletr\u00f4nicos com dados estruturados de t\u00edtulos a serem encaminhados \u00e0s unidades de Registro de Im\u00f3veis"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong><em>INSTRU\u00c7\u00c3O T\u00c9CNICA DE NORMALIZA\u00c7\u00c3O ITN\/ONR N. 001-18\/11\/2021<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\">Regulamenta os modelos de extratos eletr\u00f4nicos com dados estruturados de t\u00edtulos a serem encaminhados \u00e0s unidades de Registro de Im\u00f3veis.<\/p>\n<p style=\"text-align: justify;\">O PRESIDENTE DO OPERADOR NACIONAL DO SISTEMA DE REGISTRO ELETR\u00d4NICO DE IM\u00d3VEIS, no uso de suas atribui\u00e7\u00f5es e,<\/p>\n<p style=\"text-align: justify;\">CONSIDERANDO que o art. 76, da Lei n. 13.465, de 11 de julho de 2017, estabeleceu compet\u00eancia para o ONR implementar e operar, em \u00e2mbito nacional, o Sistema de Registro Eletr\u00f4nico de Im\u00f3veis (SREI), sob regula\u00e7\u00e3o da Corregedoria Nacional de Justi\u00e7a;<\/p>\n<p style=\"text-align: justify;\">CONSIDERANDO que o \u00a7 2\u00ba, do art. 8\u00ba, do Provimento n. 89, de 18 de dezembro de 2019, da Corregedoria Nacional de Justi\u00e7a, ratificado pelo Plen\u00e1rio do Conselho Nacional de Justi\u00e7a, que regulamenta o Servi\u00e7o de Atendimento Eletr\u00f4nico Compartilhado \u2013 SAEC, atribuiu responsabilidade ao SREI para promover a interconex\u00e3o de todas as unidades de Registro de Im\u00f3veis do pa\u00eds, de forma interoper\u00e1vel;<\/p>\n<p style=\"text-align: justify;\">CONSIDERANDO que o Comit\u00ea de Normas T\u00e9cnicas (CNT) do ONR elaborou estudos sobre interc\u00e2mbio eletr\u00f4nico de dados, aprovados pela Diretoria Executiva e pelo Conselho Deliberativo, \u00f3rg\u00e3os de gest\u00e3o do ONR, consubstanciados em minuta;<\/p>\n<p style=\"text-align: justify;\">CONSIDERANDO a aprova\u00e7\u00e3o parcial da minuta de ITN pela C\u00e2mara de Regula\u00e7\u00e3o do ONR, \u00f3rg\u00e3o da Corregedoria Nacional de Justi\u00e7a, encarregado de exercer a compet\u00eancia reguladora prevista no \u00a7 4\u00ba, do art. 76, da Lei n. 13.465\/2017, conforme consta do Relat\u00f3rio SEONR 1207166, de 12 de novembro de 2021;<\/p>\n<p style=\"text-align: justify;\">CONSIDERANDO o disposto no inciso IV, do artigo 4\u00ba, do Provimento n. 109, de 14 de outubro de 2020, que atribuiu compet\u00eancia \u00e0 Corregedoria Nacional de Justi\u00e7a, como Agente Regulador do ONR, avaliar e aprovar as minutas de Instru\u00e7\u00f5es T\u00e9cnicas de Normaliza\u00e7\u00e3o (ITN), aplic\u00e1veis ao SREI, propostas pelo ONR;<\/p>\n<p style=\"text-align: justify;\">CONSIDERANDO as atribui\u00e7\u00f5es constitucionais e regimentais da Corregedoria Nacional de Justi\u00e7a, com fundamento no art. 103-B, \u00a7 4\u00b0, III, da Constitui\u00e7\u00e3o Federal, no art. 5\u00b0, \u00a7 2\u00b0, da Emenda Constitucional n. 45\/2004, no art. 8\u00ba, X, do Regimento Interno do Conselho Nacional de Justi\u00e7a, nos arts. 41 e 46 da Lei Federal n. 8.935\/1994, no art. 37 da Lei Federal n. 11.977\/2009, e no art. 76 da Lei Federal n. 13.465\/2017,<\/p>\n<p style=\"text-align: justify;\">CONSIDERANDO, finalmente, a Decis\u00e3o homologat\u00f3ria da Corregedoria Nacional de Justi\u00e7a, no Processo SEI n. 05164, de 12 de novembro de 2021, publicada no Di\u00e1rio da Justi\u00e7a Eletr\u00f4nico (DJe) edi\u00e7\u00e3o n. 295, de 17 de novembro de 2021,<\/p>\n<p style=\"text-align: justify;\"><strong>RESOLVE:<\/strong><\/p>\n<p style=\"text-align: justify;\">Art. 1\u00ba. Ficam aprovados os leiautes das estruturas dos extratos eletr\u00f4nicos constantes dos Anexos I, II, III, IV e V, que descrevem seus elementos, sua organiza\u00e7\u00e3o, estabelecem as regras de preenchimento de seu conte\u00fado e de obrigatoriedade de cada unidade ou grupo de informa\u00e7\u00e3o, bem como definem os arquivos validadores XSD (XML Schema Definition), quando estruturados em XML (Extensible Markup Language), ou em outro formato de arquivo eletr\u00f4nico estruturado para interc\u00e2mbio eletr\u00f4nico de dados.<\/p>\n<p style=\"text-align: justify;\">Art. 2\u00ba. Aplica-se o Provimento n. 94, de 28 de mar\u00e7o de 2020, para os fins desta ITN ou aquele que vier a substitu\u00ed-lo.<\/p>\n<p style=\"text-align: justify;\">Art. 3\u00ba.
