Ao todo, o Brasil possui 3.297 unidades imobili\u00e1rias, sendo que s\u00f3 em Mato Grosso s\u00e3o 82 serventias dispon\u00edveis para realizar o registro da compra e venda de terrenos e im\u00f3veis, ou o registro de qualquer circunst\u00e2ncia que afete a propriedade registrada, como uma hipoteca ou penhora, ou o casamento de seu propriet\u00e1rio. As serventias tamb\u00e9m s\u00e3o respons\u00e1veis por promover a regulariza\u00e7\u00e3o fundi\u00e1ria de im\u00f3veis rurais, por meio da usucapi\u00e3o extrajudicial, iniciada por meio de uma ata notarial feita em Cart\u00f3rio de Notas e, em seguida, registrada no Cart\u00f3rios de Im\u00f3veis.<\/p>\n<p style=\"text-align: justify;\">\u00a0 \u00a0 \u00a0A usucapi\u00e3o extrajudicial, de modo geral, \u00e9 um modo de aquisi\u00e7\u00e3o da propriedade m\u00f3vel ou im\u00f3vel que se d\u00e1 mediante a posse prolongada do bem e com a possibilidade de busca do reconhecimento da propriedade imobili\u00e1ria direto nos cart\u00f3rios. O processo para regularizar propriedades por meio da usucapi\u00e3o \u00e9 realizado de acordo com a <a href=\"http:\/\/www.planalto.gov.br\/ccivil_03\/_ato2015-2018\/2017\/lei\/L13465.htm\">Lei 13.465\/2017<\/a>,\u00a0 que disp\u00f5e sobre a regulariza\u00e7\u00e3o fundi\u00e1ria rural e urbana. O texto traz legitima\u00e7\u00e3o fundi\u00e1ria ao propiciar a propriedade plena do im\u00f3vel e sem custos na regulariza\u00e7\u00e3o fundi\u00e1ria de interesse social. Al\u00e9m disso, a usucapi\u00e3o extrajudicial, veio como uma tentativa do legislador de desburocratizar e, simultaneamente, desafogar o Poder Judici\u00e1rio, ou seja, uma forma de agilizar a regulariza\u00e7\u00e3o de diversos im\u00f3veis.<\/p>\n<p style=\"text-align: justify;\">\u00a0 \u00a0 \u00a0O oficial do 1\u00ba Servi\u00e7o Registral de Campo Novo do Parecis em Mato Grosso, Jos\u00e9 de Arimat\u00e9ia Barbosa, explica que \u00e9 no Cart\u00f3rio de Im\u00f3veis que o produtor rural pode utilizar a usucapi\u00e3o extrajudicial para regularizar seu im\u00f3vel. \u201cS\u00e3o tamb\u00e9m nestes cart\u00f3rios que s\u00e3o feitas as averba\u00e7\u00f5es das certifica\u00e7\u00f5es de georreferenciamento, medida esta essencial para obten\u00e7\u00e3o de cr\u00e9dito, aliena\u00e7\u00e3o do bem, regulariza\u00e7\u00e3o ambiental e aux\u00edlio da localiza\u00e7\u00e3o\u201d.<\/p>\n<p style=\"text-align: justify;\">\u00a0 \u00a0 \u00a0A regulariza\u00e7\u00e3o fundi\u00e1ria rural \u00e9 importante para dar seguran\u00e7a jur\u00eddica e transpar\u00eancia ao financiador e atrair mais recursos para o campo. A n\u00e3o formaliza\u00e7\u00e3o fundi\u00e1ria pode afastar o investidor institucional, e o financiador profissional, personagens necess\u00e1rios para o crescimento do agroneg\u00f3cio no Pa\u00eds. O im\u00f3vel que n\u00e3o \u00e9 regularizado pode causar tamb\u00e9m enormes preju\u00edzos econ\u00f4micos ao Pa\u00eds, pois os estados e munic\u00edpios deixam de arrecadar bilh\u00f5es em tributos como o Imposto Predial e Territorial Urbano (IPTU), Imposto sobre a Transmiss\u00e3o de Bens Im\u00f3veis (ITBI) e o Imposto de Renda (IR).<\/p>\n<p style=\"text-align: justify;\">\u00a0 \u00a0 \u00a0Em Tangar\u00e1 da Serra, por exemplo, o Cart\u00f3rio do 2\u00ba Of\u00edcio possui 50 im\u00f3veis rurais em processo de regulariza\u00e7\u00e3o fundi\u00e1ria. \u201cAp\u00f3s firmar o ato em um Registro de Im\u00f3veis, o produtor rural passa a ter a seguran\u00e7a e validade jur\u00eddica em todas as a\u00e7\u00f5es que envolvam o bem im\u00f3vel\u201d, afirma J\u00falio Roberto de Almeida, tabeli\u00e3o substituto do cart\u00f3rio.\u00a0 Ainda segundo ele, muitas propriedades carecem de um registro mais efetivo para que a sua devida regulariza\u00e7\u00e3o auxilie na consequente produ\u00e7\u00e3o agr\u00edcola.<\/p>\n<p style=\"text-align: justify;\">\u00a0 \u00a0 \u00a0Na C\u00e2mara dos Deputados, tramita o Projeto de Lei 413\/20 que permite que empresas, pessoas f\u00edsicas, associa\u00e7\u00f5es de moradores e outros tipos de entidades privadas, possam apresentar projeto de regulariza\u00e7\u00e3o fundi\u00e1ria e urban\u00edstica em \u00e1reas de propriedade p\u00fablica ou privada. A norma que pretende alterar a Lei 13.465\/17, define novas regras sobre regulariza\u00e7\u00e3o fundi\u00e1ria rural e urbana.<\/p>\n<p style=\"text-align: justify;\">\u00a0 \u00a0 \u00a0De acordo com a proposta, os projetos de regulariza\u00e7\u00e3o fundi\u00e1ria poder\u00e3o prever pagamento por parte dos moradores para garantir a sustentabilidade financeira do empreendimento. Tamb\u00e9m haver\u00e1 a possibilidade de o dono alienar fiduciariamente o lote nos projetos n\u00e3o custeados pelo poder p\u00fablico, facilitando a obten\u00e7\u00e3o de
