Os Oficiais de Registro de im\u00f3veis s\u00e3o bachar\u00e9is em direito, aprovados em concurso p\u00fablico de provas e t\u00edtulos promovido pelo Poder Judici\u00e1rio.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">\u00a0 \u00a0 \u00a0De acordo com Banco Mundial, at\u00e9 70% do patrim\u00f4nio de uma na\u00e7\u00e3o \u00e9 composto pela propriedade imobili\u00e1ria. O Registro de Im\u00f3veis do Brasil tem consci\u00eancia da import\u00e2ncia de sua contribui\u00e7\u00e3o para o ambiente de neg\u00f3cios, a circula\u00e7\u00e3o do cr\u00e9dito e o desenvolvimento para a presta\u00e7\u00e3o de servi\u00e7os eletr\u00f4nicos \u00e0 sociedade e aos Estados brasileiros, mantidos nos dom\u00ednios www.registrodeimoveis.org.br e www.registroimobiliario.org.br;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\">Representar o Registro de Im\u00f3veis do Brasil em suas rela\u00e7\u00f5es com autoridades e entidades cong\u00eaneres, nacionais e estrangeiras, e agentes do mercado imobili\u00e1rio;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\">Celebrar conv\u00eanios de coopera\u00e7\u00e3o com entidades ou associa\u00e7\u00f5es brasileiras que exer\u00e7am, no Pa\u00eds, sem fins lucrativos, nem objetivos pol\u00edticos, a representa\u00e7\u00e3o geral ou espec\u00edfica de associa\u00e7\u00f5es de registradores de im\u00f3veis, em \u00e2mbito regional ou nacional;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>Promover e executar a\u00e7\u00f5es de interesse social, como os processos de regulariza\u00e7\u00e3o fundi\u00e1ria, podendo auxiliar as entidades e \u00f3rg\u00e3os p\u00fablicos ou agir por conta jur\u00eddicos que deem suporte adequado ao desenvolvimento continuado do Sistema de Registro de Im\u00f3veis Eletr\u00f4nico;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\">Estimular a uni\u00e3o de todos os registradores de im\u00f3veis do Brasil em torno da implementa\u00e7\u00e3o do Operador Nacional do Registro Eletr\u00f4nico \u2013 ONR, conforme previsto no art. 76 da Lei no 13.465, notadamente para a conjuga\u00e7\u00e3o de esfor\u00e7os materiais e intelectuais no desenvolvimento e implanta\u00e7\u00e3o das melhores solu\u00e7\u00f5es para o desenvolvimento do sistema de registro imobili\u00e1rio, a partir de fundamentos como a seguran\u00e7a \u2013 jur\u00eddica e digital, transpar\u00eancia, \u00e9tica, e aperfei\u00e7oamento cont\u00ednuo;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\">Promover o uso compartilhado de sistemas, sem que haja taxa\u00e7\u00f5es rec\u00edprocas entre os associados pelo uso de m\u00f3dulos inform\u00e1ticos;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\">Desenvolver sistemas de registros de im\u00f3veis interoper\u00e1veis;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\">Integrar a Infraestrutura de Chaves P\u00fablicas Brasileira \u2013 ICP-Brasil como Autoridade Certificadora (AC), Autoridade de Registro (AR), Autoridade Certificadora de Tempo (ACT), Entidade Emissora de Atributo (EEA) ou outra modalidade que vier a ser criada;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\">Promover a interoperabilidade entre todos os m\u00f3dulos inform\u00e1ticos desenvolvidos pelas Associa\u00e7\u00f5es de Registradores de Im\u00f3veis do pa\u00eds, com os sistemas da Administra\u00e7\u00e3o P\u00fablica e de entidades privadas usu\u00e1rias das atividades p\u00fablicas desempenhadas pelos cart\u00f3rios de registro de im\u00f3veis;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\">Impedir a mercantiliza\u00e7\u00e3o das atividades fim do registro de im\u00f3veis pelo uso de plataformas eletr\u00f4nicas em que remunera\u00e7\u00e3o de desenvolvedores de sistemas ocorra por meio de percentuais ou taxas aplic\u00e1veis sobre a atividade registral;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\">Conjugar esfor\u00e7os para a dilui\u00e7\u00e3o de custos por meio de ganhos de escala e supress\u00e3o de gastos, esfor\u00e7os e projetos redundantes, seja para os associados, seja para os usu\u00e1rios, almejando \u00e0 modicidade dos emolumentos e ao equil\u00edbrio econ\u00f4mico financeiro das delega\u00e7\u00f5es dos Registros de Im\u00f3veis, sob a \u00f3tica do princ\u00edpio constitucional da efici\u00eancia;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\">Incrementar a coopera\u00e7\u00e3o entre os associados, buscando uma rela\u00e7\u00e3o solid\u00e1ria, colaborativa, indutora de crescimento rec\u00edproco e, salvo a reparti\u00e7\u00e3o de custos e tributos, de acordo com a capacidade contributiva de cada associado;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\">Realizar atividades de car\u00e1ter cultural, informativo ou educativo; e<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"text-align: justify;\">Administrar o portal estat\u00edstico registral, a base nacional de transa\u00e7\u00f5es imobili\u00e1rias e a central nacional de gravames, a fim de incrementar a transpar\u00eancia do mercado imobili\u00e1rio e contribuir para a melhoria do ambiente de
